Gerrymandering is drawing boundaries of an electoral map to favor one political party. Usually this mean stacking a party’s member into one county and spreading our your own votes so as to win by bare margins. Although a party might have less popular votes, it is able to win a majority of the seats through manipulative maps.

How do we measure whether a state is gerrymandering?
Rather than just vibes of looking at a map, we need some mathematical way to tell if a county map is manipulated as to be unfair.
